The following clarifications are issued in regard to the orders issued in Govt. Order No. FD 27 SRS 85 dated 1.10.1985 and Govt. Order No. FD 27 SRS 85 dated 31.1.1986 regarding grant of a special increment in the form of personal pay to Government servants for undergoing sterilisation operation -
(a) In the case of gazetted officers whose pay is drawn under authorisation from the Accountant General and whose normal increments are authorised by the Accountant General, the concerned Head of Department will be the authority competent to sanction the special increment in the form of personal pay, subject to fulfilment of the conditions prescribed in the aforesaid orders.
(b) In the case of Heads of Departments themselves the concerned Secretariat Department i.e. DPAR will be the authority competent to sanction the increment.
(c) The speical increment will not count as pay for the purpose of calculation of interim relief sanctioned in Govt. Order No. FD 36 SRP 85 dated 27.7.1985 and ad-hoc D.A. sanctioned in Govt. Order No. FD 70 SRP 85 dated 30.10.1985.
