The Government of India, MHA and Ministry of Social Justice and Empowerment, GOI, New Delhi under reference ((1, 2, 3) had issued instructions that for all official transaction matters, dealings, certificates etc, the term Scheduled castes and Scheduled Tribes, mentioning the caste to which the persons belongs and which has been recognized as SC/ST under the presidential orders in English and appropriate translation in other National Language should be only used. The words "Harijan" and "Girijan" should not be used.

Accordingly the Government of Karnataka also issued Government Order No.

SWD 134 SAD 2010(1) dated: 31.08.2010.

The Government of India, under reference (4) dated: 15.03.2018 issued the instructions on the above subject stating that "The Hon'bl High Court of Madhya Pradesh, Gwalior Bench in its order dated: 15.01.2018 passed in W.P No. 20420 of 2017 (PIL) Dr. Mohanlal Mahor Vs. Union of India & Ors, has directed as under";-

"... that the Central Government/State Government and its functionaries would refrain from using the nomenclature "Dalit" for the members belonging to Scheduled Castes and Scheduled Tribes as the same does not find mentioned in the Constitution of India or any statute".

Therefore, all the Departments and Authorities of Government of Karnataka are requested that for all official transactions, matters, dealings, certificates etc. the Constitutional term, Scheduled Caste in English, and its appropriate translation in other national languages should alone be used for denoting the persons belonging to the Scheduled Castes/ Scheduled Tribes notified in the presidential Orders issued under Article 341 of the Constitution of India.
